Adrian
left the Office of Vocational Education and Training in 1998 after
a long career as a teacher, program developer and administrator.
Since that time he has worked with a variety of clients on design
and research for training and product development with an emphasis
on small business.
Within the Education Department, he taught social sciences, business
studies and cash based accounting at southern senior secondary colleges
between 1980 and 1993. During this time he also spent time studying
and travelling in China and working in private enterprise in the
Colorado, USA in landscaping, market research and telemarketing.
In the telemarketing company, he conducted internal investigations
on credit card charge backs and customer refunds, recommending fundamental
changes in company operations.
In 1993-94, he was responsible for establishing early VET in Schools
programs in senior secondary colleges. This entailed considerable
liaison with industry players, regulators and small business in
the south of the State across a number of industries.
In 1994, he became Executive Officer for the Tasmanian Accreditation
and Recognition Committee within the Tasmanian State Training Authority.
This position involved high level consultation and continuous liaison
with a range of peak industry, union and training organisations.
Specialist advice was provided to clients of the system on training
issues such as assessment, training design and delivery as well
as regulatory and legislative requirements. In particular, the role
called for intensive work with small providers assisting them in
setting up compliance regimes and systems.
1996 saw a move to the Planning Branch of the Department of Vocational
Education and Training and involvement in policy advice on new training
reforms, costing and resourcing issues, implementation of new purchasing
arrangements and industry liaison through Industry Training Advisory
Boards .
RECENT
ACTIVITIES:
Training and business development strategies
With
Patrick Tilley and Associates, Adrian is working with a sub-committee
of the Tasmanian Development Board examining training provision
and skill needs in the Tasmanian context.
Examining the Potential for Recognising Outcomes for Youth from
Youth Development Programs
With Enterprise Design Associates, for the Australian National Training
Authority. This project involved national consultations with recognition
authorities, accreditation agencies, youth affairs sections and
Departments in each State and Territory and the Commonwealth as
well as managers of youth development programs and organisations.
Review into the Traineeship System in Tasmania: "A Risky Business"
Assisted the primary consultant, Kaye Schofield in conducting consultations,
research and writing of the report.
Small Business Professional Development Program
Researched and wrote two major publications The Business of Small
Business Training and Ways that Work: Recruiting Small Business
Participants. These focus on practical training options for
small business and marketing training and self help learning programs
within a small business market.
Retail Recognition Kit and other Assessment Products
Designed and developed a Recognition Kit for casual and part-time
employees to gather evidence for recognition for Certificate I in
Retail Operations (for TAS WRAPS ITAB). Adrian has also worked with
Business Services Training Australia to develop assessment and recognition
kits for workers in the retail and administrative positions to provide
access to qualifications at Certificate II.
Civil Construction Corporation
Designed Recognition Guides for workers seeking recognition of current
competency under the Civil Construction package.
Office of Housing, Victorian Department of Human Services
Provided advice in relation to the development of units of competency,
mapping to workplace training and assessment units and preparation
of registration and other documentation.
Other clients: assistance with registration, product development,
systems development and strategic planning.
