Malcolm Cowan is the Managing Director of eeioh.com Pty Ltd. eeioh.com provides a range of corporate advisory services to the agribusiness sector. Malcolm is based in Tasmania and works with clients around Australia. He has 25 years experience working in the private and public agricultural sectors in Australia and UK.

Born and raised in Melbourne, Malcolm graduated from Monash University (B.Ec. majoring in Agricultural Economics). He also studied Farm Management at the Royal Agricultural College in the UK and he has a Graduate Diploma in Business from University of Tasmania and a Graduate Certificate in Public Sector Management from Griffith University.

Malcolm has been fully trained in the ToP (Technology of Participation) methodology of facilitation. Working at the industry level of the agricultural sector, Malcolm relies on his experience in agricultural production in the United Kingdom, an operations management role with Elders IXL and 13 years experience with the Tasmanian Department of Primary Industry Water and Environment (DPIWE). Malcolm left the DPIWE in September 1999 to establish eeioh.com Pty Ltd, in partnership with Jason Bresnehan of the Bresnehan Group.

In the last few years he has worked with clients in:

  • Strategic Planning: Malcolm facilitates the development of strategic plans for organisations large and small, government and private. Malcolm works with Owen Tilbury as an affiliate of TOTAL Business Consultants on the development and delivery of Ag-Business Profit and Growth Plans.

  • Industry Development and Marketing: During Malcolm's career with DPIWE, Malcolm held positions that allowed him to develop the skills and knowledge in a specialist role in the development of new and emerging industries and markets. In a range of management roles, Malcolm managed teams providing strategic and technical advice to government, industry and R and D Corps on existing and developing industries. Malcolm's specialised interest in new industries included a national role in Rural Industries Research and Development Corporation (RIRDC) committee reviewing research directions for the emu industry, member of selection panel for the AgWest inaugural New Industry Development Scholarship, management of a RIRDC research project that identified low cost feeding alternatives for commercial production of emus and initiation and implementation of the Tasmanian Farm Business Development Award that in its two years of operation has so far identified and supported thirty new agribusiness in rural Tasmania.

    Malcolm facilitated the development of Tasmania's agricultural industry umbrella body for quality assurance, Tasmanian Quality Assured. This body co-ordinates the development of QA for the agricultural supply chain in Tasmania. Malcolm was a member of the Board of Tasmania Quality Wool, the industry driven QA corporate body for the development of on farm wool QA and the marketing of quality assured Tasmanian wool.

  • Economic Assessment: Malcolm has undertaken a feasibility study on behalf of HECEC, as a component of a financial feasibility study for the proposed $15 million Jordan River irrigation scheme. Malcolm is a member of a consortium currently undertaking the feasibility study on a major irrigation proposal to irrigate 18,000 hectares in the Waterhouse region of North Eastern Tasmania. This study involves the assessment of on-farm and scheme feasibility and the economic impact of the scheme on the wider economy and the preparation of investment proposals.

  • Malcolm has recently undertaken a review of the Tasmanian Pig industry on behalf of the DPIWE. This strategic assessment of all sectors of the industry provided a SWOT analysis and recommendations for the future direction of the industry.

  • Project Reviews: Malcolm has undertaken reviews of environmentally significant Natural Heritage Trust Projects such as the Sustainable Grazing Systems North Facing Slopes project and the Private Forests Tasmania on farm forestry plantations for environmental values.

  • Environmental Projects: Malcolm is currently managing the communications strategy for the Department of Primary Industries, Water and Environment Land Degradation and Salinity Risk project which will identify "best practice" models for assessing and managing the risks of intensifying land use through irrigation.

  • Networks, supply/demand or value chains: Malcolm's facilitation and "people" skills are utilised across a range of industry projects. Recently these have included a capability study for Blue Ribbon Meat Products P/L of the Tasmanian Pig Industry and the development of the requirements for long term supply arrangements and payment systems that encourage the production of pigs to meet specifications required for new product development. Malcolm was the principal consultant of a project to develop a Network of fine food producers in the Tamar Valley. Malcolm and Owen Tilbury have worked jointly with clients such as Tasmanian Honey Exporters Network and Tasmanian Quality Wool Chain.

  • Event Management: Malcolm uses his strong organisational skills for the creation and delivery of a range of agribusiness events, ranging from the Tasmanian Pig and Poultry Fairs, the Meat and Livestock Australia Meat Profit Day and national training workshops for the Tasmanian Pig industry.

  • Information technology: Since forming eeioh.com in September 1999, Malcolm has project managed the production of a significant e-learning CD-ROM for a major conservation agency, Land and Water Australia using highly innovative technology. Malcolm assembled and project managed a development team of digital media and scientific experts to produce a multi-media e-learning CD-ROM on river restoration and management. This $250,000 e-learning project is based on an existing folder-based manual of river restoration and is to be used as a stand alone CD-ROM or accessed on the World Wide Web by river and stream managers across the country. Malcolm project managed the entire design, development and production process with a 5000 duplication run. Due to the success of the uptake of the CD, a further duplication of 2000 CDs was made in March 2002, making this one of the most widely distributed e- learning products of it's kind.

  • Web site design: Malcolm is also developing a range of practical low cost web sites for individual primary producers to promote their production of "clean, green" products to the world. These customized sites will assist in bring the use of the Internet to a wider range of farmers and take their products to the rest of the world.
